No. 128 of the 13th March paragraph 3.

There has been considerable difficulty

infind

infinding engineering expert of calibre

hitherto contemplated who is available

to accompany Owen. The most likely

choice still left for consideration is

Coode, partner in Messrs. Coode, Wilson,

Mitchell and Vaughan-Lee. While I am

advised that from a technical point of

entirely

view Coode would be/suitable and willing,

I feel that his selection would be

open to misrepresentation:

might be

that he interested in subsequent work

for Consulting Engineers arising out of

Owen's recommendations.

In these circumstances it has

been suggested, and Owen agrees, that it

might be better to arrange for a suitable

but less eminent person with engineering

qualifications to accompany Owen as

"Engineer Secretary" or "Technical

Assistant". Owen feels that as his

enquiry will be essentially an

administrative investigation he might

even do better by having such an

assistant
