Mr. Duncan Kennedy and Sir David Owen both called this afternoon. Sir Alan Burns suggested to the former a fee of 800 guineas as in Sir David Owen's letter at (77) and Mr. Kennedy said this would be acceptable. Sir Alan Burns explained that this proposal would be referred to the Governor of Hong Kong. Looking again at the 1939 file I see from a telegram at (18) that we are given carte blanche as regards salary but as we are telegraphing to the Governor in any event to agree the terms of reference we can mention the point. See draft attached.
