Sir G. Gater saw Mr. Caine and myself this
morning, and he proposes to see Sir David Owen next
week before any thing is said to the Governor of Hong
Kong as to his possible selection for the harbour
investigation.
He asked that a note should be sent
to him which could, if necessary, be communicated
to Sir D. Owen to serve, at this stage, the purpose
of terms of reference. I attach a note accordingly.
Sir G. Gater agreed that if Sir D. Owen
were to undertake this investigation it would be very
desirable that he should, as far as possible, be
allowed to nominate the engineering expert who would
be engaged to accompany him to Hong Kong.
