There could not be a higher authority

on the subject of Port Administration, though Sir David Owens age is at first sight a drawback

and he lacks overseas (and particularly oriental)

experience. As regards his age, we can be assured

by the opinion of the Board of Trade that he is

still in full vigour, though it is unfortunate

that if he is to visit the Colony within the next

7 few months, he will be there at the most trying

season of the year (although it is also the season

which may provide the Commissioners with useful

direct evidence of the effects of typhoons in

the harbour.) It will be recalled too that

Mr. Clauson in his minute of the 5th January on

the 1939 file has expressed doubts as to whether

the Port of London Authority (which was for many

years run by Sir David Owen

I submit draft reply to Sir J. Foley and also draft

to Sir L. Browett.

? When Sir J. Foley has returned the

enclosures in Sir C. Parkinson's letter of the

20th January (there is a shortage of spare copies),

Sir A. Burns should send copies of the correspondence

to Sir C. Bottomley, saying that we shall shortly

be consulting the Crown Agents about the selection

of a suitable engineer with harbour experience,

to accompany, as Assessor, Sir David Owen or

whoever is appointed to conduct the enquiry.
