Grant Code.
The new proposals substitute for the existing
capitation basis, a scheme whereby the Government recurrent
grant will cover the difference between the school's approved
expenditure and its income from tuition fees. The amount of
grant is estimated in advance and determined for a period of
three years.

The school's approved expenditure may include
salaries, rent or depreciation of buildings, "other charges",
i.e. ordinary running costs, and passages of teachers taking
approved leave.
Salary scales are prescribed for the various
classes of teachers, that for lay non-European graduates
being the same as for similar teachers in Government service.
Provision is included for the full salaries of
teachers on leave, and of relief teachers in their place.
Provision is included for Provident Funds, to
which Government will contribute dollar for dollar.
There is no change in the provision for capital
building grants, but wider provision is made for capital
equipment grants.
The new Code follows closely the principles laid
down in the "Memorandum on Educational Grants in Aid, April
1933" prepared by the Advisory Committee on Education in the
Colonies, but makes more generous financial provision than
that contemplated therein. It is estimated that the new
Grant Code will mean an immediate increase of approximately
60% in the amount of Government recurrent grant to existing
grant schools.
