I am directed to acknowledge receipt of your letter No. P/670 of 12th April, 1940, regarding the omission of the name of Mr. E.W. Carpenter from the list of officers enclosed with my letter of 14th August, 1939, and to inform you that Mr. Carpenter's name was omitted for the reasons set out in the attached statement by the Acting Accountant-General.

I have investigated the old
records of contributions from the time Mr. E.W. Carpenter joined the Widows' and phans Pension Scheme on the 1st April, 1902, and I find that he did in fact contribute on a dollar basis up to the 31st December, 1903, and thereafter in sterling at Treasury rate. No liability however now exists in respect of these dollar contributions as they were converted into sterling at the exchange rate of 3/- to the dollar and added to his sterling contributions for the purpose of assessing the prospective pension when he contracted his first marriage on the 4th February, 1912.
Had he joined the Scheme as a
married man the prospective pension to date would be in dollars and sterling, but having joined as a single man he was given the privileged exchange rate at date of mariage, and the dollar liability was eliminated.
The prospective pension to-date amounts to £250. 6s. 1d. per annum, subject to audit.
