I am directed by Lord Lloyd to transmit to you, for the considerations of the Lorda Commissioners of the Treasury, copies of telegraphic correspondence with the officer Administering the Government of Hong Kong from which has emerged an offer on behalf of the Colony to make a free gift to His Majesty's Government for the period of the war of a sum of £200,000 sterling per annum from the profits of the Hong Kong Exchange Fund as from the 1st January 1940, or alternatively of the net annual increment from that Fund whichever is the lesser figure.
2. Lord Lloyd proposes, subject to the concurrence of the Lords Commissioners, to express to the officer Administering the Government of the Colony the grateful thanks of His Majesty's Government for this offer and their warm appreciation of the Colony's ready response to Sir Geoffry Northcote's suggestion.
