You will be interested to
see this ready response which the Hong Kong authorities have made to your suggestion that the whole of the invested portion of the Exchange Fund in Hong Kong should be placed at the disposal of H.M.G. as a loan free of interest for the prosecution of the war. We are writing to the Treasury to secure their concurrence in
expressing grateful acceptance of the offer
