I enclose a copy of a telegram from the Acting Governor of Hong Kong on the subject of the requisitioning of Chinese customs vessels now lying in the Colony. last correspondence about these vessels appears to be your letter No. F.3551/1/40 of the 24th July.
We are not sure what

exactly the Governor has in mind when he refers to "the Colonial aspect" of the question, but we presume that if a decision has been taken to requisition these vessels full consideration has been given to the political implications of such a step not only as regards Japan but also as regards the Chungking Government. If requisitioning of the vessels is to take place we also think it would be useful if we could have a statement of the policy
