first six vessels mentioned in your 0913/9th August to be requisitioned for hire now to enable them to be stiffened pitched and armed. Vessels are to be retained for the present in Hong Kong territorial waters. Any necessary negotiations with Chinese Authorities about rates of hire should take place after requisitioning and should
be reported to Admiralty with your comments before acceptance
