it out of the concession, that persons do so at their own risk

and that the Council reserve the right to deny sanctuary

to all who ignore the warning.

Secondly a formula somewhat on the following lines:

British Municipality will place no difficulties in the

way of use of Federal Reserve Bank currency within the

concession. This or any other currency circulating within

the concession may be used in accordance with *individual*

requirements and on proof which they may either obtain

themselves or receive from the Japanese authorities, that

currencies are being secretly brought into the concession for

other purposes, the British Municipal Council police will

take all steps open to them under their existing powers to

put an end to such operations. The attached warning* (as

above) *will be issued and given fullest publicity.

2. In order to prevent gambling in currency *exchange*

within the concession, British Municipal Council have decided

to withdraw licences of all exchange shops not established

prior to 1939. They will undertake not to issue licences to

new shops unless they are vouched for by native bankers' guild,

and have adequate capital. They will make the licence

renewable* monthly and withdraw licences from shops found

gambling. They will at all times welcome information from

Japanese authorities as to gambling operations which may have

come/
