If you concur with this view
I should be glad if this matter might be
taken up again with the Foreign Office. These interned men are causing constant
trouble through stirring up riots in their camp and attempting to escape:
they are a source of considerable
expense to this Colony and I cannot
see that any good purpose is now served
by keeping so many men in close confinement
and idleness. There are at present 738
men in the camp.
