Sir,

I am directed by Viscount Halifax to refer to

Colonial Office letter No.53838/52/39 of the 2nd

December, enclosing a copy of a telegram from the

Governor of Hong Kong on the subject of an approach

made to him by the Japanese Consul-General, and to

state that Lord Halifax has read this telegram with

interest and that he will be glad to learn of any

further development in this matter. For the moment

however he has no observations to offer.
