Sir and Dear Jollengue,
I have the honour to acknowledge the receipt of your
Supplementary demor num, dated a ril 22nd last, in connection
with the permitting of the loading of cargoes on those British
and ©ortuguese vessels which are at present navigation betw en
Canton and Hong Kong or nono addressed to the British ormula te
Orneral and Portuguese Consuls to at Canton on a ril 12 th, 1940
I have already, in my letter of pril 26th, entered

a general protest against this Suplementary femorandum.
have repeatedly pressed for the removal of the restrictions on
the use by Peaars. Butterfield & 3wire or their -est Bund wharf,
and accordingly cannot agree to the requirement that 13 "Patshan”
shall moor at the middle pier of their wharf et vak Hin Hok.
In this connexion it may be mentioned inni entally that the choice
of iers depends on the state of the river and tide.

as regards paragraph 3 of the ‘u plemntary Memorandum,
I would make it clear that in norrml olrouwtances 'esure. Butter-
field & 3wire's obligatione as carrier are completed after
cargo has been released by the ustoms and delivesy taken by
the consignees from ship's side or from the firm's godown.
I have, in my letter of April 25th, already protested
aguinat the requirement that lighterage should be in the hands
of a monopoliatio association and that British Companies should
not be allowed to use their own veśaels for this purpose, and
reserved all the rights of His Sajesty's Government and of
British interests in this respect. in this oconnexion I would
remark that similar attempts at monopolis tie nontrol mde by
the Chinese have always been firmly resisted.
