Following is repetition of Canton telegram No. 93 to me. (Begins). Telegram No. 93 of 1st.

Addressed to His Majesty's Ambassador, Shanghai, telegram No. 93 of August 1st (please repeat to Foreign Office) repeated to Tokyo, telegram No. 30, Governor of Hongkong, telegram No. 74 (please pass to Commodore as your telegram No. 372) Commander-in-Chief telegram No. 28. Commander-in-Chief please pass together with my immediately preceding telegram to Intelligence Centre.

Fat was not allowed to sail. Japanese Consul-General communicated to me by telephone last night following message "Admiral Soejima has requested me to inform you officially that sailing of Fat tomorrow morning shall not be permitted by navy unless ? pilotage] fees are fully paid before midnight today". I paid ? Japanese] [? grps. omitted] strong oral protest against this unilateral breach of agreement, which I have supported this morning in writing, adding that I interpret Japanese action to involve the consequences mentioned in paragraph 2 of my telegram under reference. 2. I presume that this interpretation, regarding retaliatory action by Hongkong particularly, is approved.
