Halifax that he agrees to his proposal
to inform H. M. 's Ambassador by telegraph
that he concurs in the terms of the
proposed reply to the Japanese Government
provided that the Government of Hong Kong
concurs in the statement that further
legal remedies are still open to the
Japanese interests concerned.
