Sir and dear Colleague,

I have the honour to a cknowledge rec ipt,

through the Senior Consul, of your despatch of July

11th informing me of certain regulations issued by the Japanese authorities restricting the entry of British (and other third power) merchant vessels, nationals and cargo to SwatoW.

The port of Swatow is not within my consular district, and I am passing a copy of your despatch to His Britannic Majesty's Consulat Swatow. Meanwhile,

I take the opportunity merely to observe that the regu-

lations and restrictions are wholly inconsistent with

the Treaty rights enjoyed by British nationals in regard to their persons, their vessels and their goods, and that no doubt a strong protest will be entered by the British authorities concerned.
