I have the honour to state that, due to military operations still under way in the aree in and around Swatow,

merchant vessels of third Powers are requested for some time to

refrain from entering the port of Swatow.

However, in consideration of the convenience of third

Power nationals residing in Swatow, the Japanese authorities

would allow a vessel of each country to enter the said port once

a week under the following conditions: -

1.

At least twenty-four hours previous notice is requested

to be given to the Senior Officer of the Imperial Japanese

Navy at Swatow, stating the name, nationality, tonnage, etc.,

and the proposed date, time of arrival at and sailing from the

said porta

2.

Goods necessary for the community of third Power

nationals in the said port and vicinity, and the mails addressed

to them, may be unloaded from such vessel after inspections are

made, and permission granted, by the Japanese authorities

concerned.

3.

A list of goods proposed to be unloaded from such

vessels shall be presented to the Japanese authorities concerned. Inspections will be made at designated place.

4.

(a) Third Power nationals wishing to land at the said

port should possess a certificate issued by the proper Japanese

diplomatic or consular officials at various ports (shanghai,

Amoy, Hongkong, Canton, etc).

(b) Those wishing to leave the said port by such vessels

should have the permit issued by the local Japanese authorities,
