Gentlemen,
With reference to previous correspondence terminating with my secret note of 28th March, 1940, I am directed to inform you that the Japanese Consul-General at Hong Kong, who has lately returned from a visit to Tokyo, has given me to understand that the release of the s.s. Sagres in good running order can be effected at an early date, provided claims for demarrage and other charges are dropped, and that otherwise there is likely to be long delay.
I am to request that you will be so good as to inform me whether you would desire any further action to be taken to procure the release of the vessel on these terms.
