Although the Ministry of Foreign Affairs have not yet replied to representations about the Wingsang and Kwonghing incidents, the Ministry of Marine have done so now to the
Naval Attaché.

Some faults are admitted in the case of Wingsang but all points are denied in the case of Kwonghing, which they state was stopped in a position 3 miles outside territorial waters and 61⁄2 miles from position stated and towed to sa Mun Roads in position 22 degrees 27 minutes north, 114 degrees 38 minutes east, and not to sa Mun Island as stated. Text of memorandum is being sent by despatch.
