I enclose copy of the signal I rang you up about.

My reading is as follows:

C. in C. in his 02022/25, attached, refers to

Chefoo telegram No. 8 and suggests to Shanghai that the

incident is closed.

Shanghai, in telegram No.171 to F.0.,

agrees with C. in C's proposal and asks for instructions.

Mr. Graham of Hong Kong now forwards text of Chefoo telegram

No.8 received today and marks it Important as he realises

Admiralty has not until now received this telegram.

I presume F.0. will make a reply. The Admiralty

concur with C. in C's proposal to regard the incident as

closed.
