our investigation, the ship's master, who maintained

Boarding of KWONGHING.

According to our investigation of this matter, the

c_rcumstances were as mentioned below and not at all as

described in your protest.

Territorial waters were not entered, the position

in which the ship was stopped being 14 to 15 miles

50 degrees from Waglan Light.

The steam launch KWONG HING was not flying the

British flag.

3.

The flag painted on the ships side was not

covered.

4.

No injuries were inflicted upon any member of

the crew.

The ship's master stated that he had no objection to the boarding and the taking of the ship to
