I have the honour to forward for Your
Excellency's information the accompanying copies
of a police report and the statements on which it
is based, regarding the violation of British territorial
waters and the detention of a British steam launch,
KWONG HING() and her tow, the junk No.
T1703H, on 21st January, 1940, by the Japanese armed trawler YEUNG MUI MARU (*).

I should be glad if a protest might be
addressed to the Japanese Government against the action
of their forces which caused this incident.
facts have already been briefly reported to you in
the telegram of His Excellency the British Naval
Commander-in-Chief, China Station, No. 566 of 25th
January, 1940.

being sent to His liajesty's Ambassador, Shanghai,
His Majesty's Consul-General, Canton, and the
Commodore, Hong Kong.
