in an unfriendly atmosphere but, according to our investigation
the ship's master, who maintained an extremely haughty attitude
was the cause of this atmosphere, although other members of
the crew behaved very politely.
2. Boarding of KWONG HING
According to our investigation of this matter, the
circumstances were as mentioned below and not at all as
described in your protest.
1. Territorial waters were not entered, the position in
which the ship was stopped being 14 to 16 miles 50
degrees from Waglan Light.
2. The steam launch KWONG HING was not flying the British
flag.
3. The flag painted on the ship's side was not covered.
4. No injuries were inflicted upon any member of the crew.
5. The ship's master stated that he had no objection to the
boarding and the taking of the ship to Samun Roads.
6. There was doubt as to the ship's nationality etc. but
as all members of the crew were Chinese, no one under-
stood the other's language and the ship was caused to
proceed to Samun anchorage at her own discretion.
