You cannot ascertain the value of the
cargo original and the value of the cargo removed? Ng Lun
cannot state as he was not the owner or in charge of it ?
Who is the owner and to whom was it consigned ?

Though this attack was made outside our
waters, this wanton murder may well be the subject of protest.
It is calculated to damage the trade of the Colony by frighten--
ing cargo boats and junks away.

In view of para 3 above, I should like a
full statement to be taken from Ng Lun also.

Please verify that no number or markings
were observed on the Motor Boat to help to identify it. A
fuller description is required if possible.

The two witnesses are quite positive
(a)
the men boarding were Japanese ?
(b) A machine gun was used ? How many shots and in rapid
succession ? One or more machine guns ? Yas the machine gun
observed on the motor boat when she was alongside the cargo boat ?
(c) The Motor Boat was the only vessel in the vicinity, apart
from this cargo boat.

Was the Motor Boat flying a Japanese flag ?
Statements clearing up the above points
should be attached to all copies.
