In continuation of our letter of the 26th February,
I have the honour to refer again to your letter No.53687/40 of
the 23rd February regarding the proposed visit to Hong Kong of
a partner of the firm of Messrs. Binnie, Deacon & Gourley, in
connection with the proposal to construct a storage reservoir
in the Tai Lam Chung Valley.

We now enclose a copy of a letter dated 28th February
which we have received from Messrs. Binnie, Deacon & Gourley,
wherein they express the opinion that the information which they
have received is not sufficient for the guidance of the partner
visiting Hong Kong, and they think that further data should be
collected before the visit is made.
3. We have discussed the project with Mr. W.J.E.Binnie,
who pointed out that the details of the borings on the site of the
dam which is referred to in the Consulting Engineers letter as
the Upper site indicated that the construction of a dam would be
very costly owing to difficult foundations, and information was
not available as to whether a dam could be constructed at the
Lower site at reasonable cost. Annual charges for pumping,
if the storage reservoir is built at the Upper site, will be considerably less than similar charges if the Lower site is adopted, and this justifies a more costly dam at the Upper site. The problem which has to be solved is really the relative costs of the two schemes, having regard to the cost of construction and the subsequent annual charges for operation, and no decision in regard to this can be reached until it is possible to estimate
