The meeting was called to discuss generally the

principles which should underly the incidence of cost of

R.N.V.R. units in the Colonies during the war, but with

special reference to Hong Kong, Malaya and Trinidad, from

which Territories the question had already been raised with

the Colonial Office.

20 The Admiralty representatives explained what

the position was in a number of territories where

satisfactory arrangements had been reached by local

agreement. In no case has the local R.N.V.R. unit yet been formally placed at the disposal of the Admiralty. Hong Kong.

The Hong Kong Government were paying for services directly connected with the defence of Hong Kong and the

Admiralty for the remainder, the local authorities deciding in consultation which services were to be regarded as

Admiralty commitments and which as Hong Kong commitments,

on that basis.
