Head 19. Police Dept. It will be seen that as a result of war there has been a considerable extension in police activities and this is reflected in the addition to the Cantonese contingent of 139 constables and 14 lance-sergeants and 7 sergeants.

Head 20.A. Post Office. Under Sub-head 8 provision has been made for a small monthly gratuity to

in return for their services in selling in the outlying districts postage stamps. I understand from Ir. Cade, to whom I have shown this provision, that although the memorandum circulated with the Estimates has not quite grasped the S. of S.'s general ruling on this question, the provision in itself is unobjectionable.

Head 21. Prisons Dept. This Department is taking over the Remand Home from the Folice Department, the name is to be changed to the Causeway Bay Reformatory. This involves the creation of a new post of Principal Officer.

With the new arrangements for printing entered into with Messrs. Noronha, the provision for printing in the Frisons Dept. now disappears.

Head 26. Sanitary Dept. The Estimates as originally arafted contain provisions for two important projects, the new Chinese Sanitary Inspeeter, the provision for which has already been approved by the S. of S.

a new scheme for the collection of night soil. The latter raised considerable opposition among the Official Members, and was referred for separate consideration of the whole matter.

Head 27. Abo Secretariat for Chinese Affairs. Provision here has been made for an increase of two in the Fress Censorship staff. In the Labour Office the Chief Labour Inspectors emoluments are being increased to bring him into line with the Chief Inspéctors in the Sanitary and Health Inspectorates.

Head 29.

Treasury. It will be seen that provision is made for a Treasury Inspector in accordance with the provision in the 1939 report by the Auditor with a view to relieving the latter of the time he spends in instructing Government Officers in proper methods in accounting and bookkeeping.

Head 30.

Public Works Extraordinary. Most of the provision here is in the nature of maintenance work, but the provision of $800,000 for a new block of the Central Police Station was struck out before the Estimates were finally passed. At the same time provision has been maintained for increasing the number of sub-police stations in newly developed areas on the mainland.

On the medical side, I have referred above to the deletion of provision for the infectious diseases hospital at Kowloon.

Head 31. Fisheries Research Station. The Colony has abandoned for the time being the project of obtaining a grant from the C.D.F. towards this institute, and the work is being carried on from the Biological Laboratory of the University, the staff being paid from Colonial funds.
