In accordance with Colonial Regulation No.
265 I have the honour to request your covering approval
of additional expenditure of the sum of $74,000 under
Head 6, Defence, A., Volunteer Defence Corps, Sub-
head 6, Bonus and Camp Pay, on page 26 of the printed
estimates for 1940-41.
2.
Owing to the increase in the strength of the
Volunteer Defence Corps consequent upon the passing of
the Compulsory Service Ordinance, Ordinance No.32 of
1939, coupled with the outbreak of the war, and the
more intensive training in Camp which is now considered
necessary, the provision to the extent of $15,000 made
when the estimates for 1940-41 were framed is not
sufficient.
The total amount payable in respect of
the three Camps to be held during the fifteen months
ending 31st March, 1941, is provisionally estimated at
$89,000 and a further sum of $74,000 is accordingly
required.

I have also to request your covering approval
of additional expenditure of the sum of $85,100 under
the same Head, Sub-head 17, Training Expenses.

It is estimated that as a result of
the increase in strength and the extra training
mentioned in paragraph 2 above the total
training expenses for the fifteen months ending
31st March, 1941, will amount to $113,100, of
which only $28,000 was provided when the estimates
for 1940-41 were framed. A further sum of $85,100
is therefore required.
5.
The consent of the Finance Committee
of the Legislative Council to both these items
of additional expenditure has already been
obtained under items 2 and 3 of Message No.1 of
1940/41.

I have the honour to refer to my despatch.

February, 1939, on the subject of the
provision of a reserve of mobilization equipment for
the Hong Kong Volunteer Defence Corps. Consequent
upon the approval conveyed in your despatch No.90 of
20th March, 1939, of my proposals a supplementary vote
of $255,000 was approved by the Finance Committee of
the Legislative Council (Finance Message No.4 of 1939,

I now have to request, in accordance with
Colonial Regulation No.265, your covering approval of
a supplementary vote of $32,000 for the purpose of
completing this equipment. Most of the stores required
were immediately available from Army stocks and
payments for them were made in 1939 to a total amount
of $233,200. The remainder of the stores which were
ordered are being supplied during 1940, but as the funds lapsed at the end of 1939 a re-vote of $16,800
was necessary. In addition it is desired to purchase 191 revolvers from the Military Authorities at a cost
of approximately $15,200.
No provision was made for
these revolvers in the vote of $255,000 referred to
