Mr. E.R.Edmonds and I had a talk with Miss Taylor about this recently, and it was discussed at the last Committee meeting of the 0.N.A. I think she, and they, know the reason put forward by Hong Kong for insisting on the full certificate of the C.M.B., and I do not think there is much need really to mention this to the Governor in dealing with this proposal.
The matter will correct itself in time if the O.N.A. find difficulty in obtaining candidates with the full certificate, and of course there is no real need for Hong Kong to insist on this. They could quite well have only a proportion of their Nursing Sisters holding the full certificate.
We might mention to the Governor that there is no reciprocity between Hong Kong and the C.M.B. in this country, and that therefore it would be impossible, as things are at present, for locally qualified Nursing Sisters from Hong Kong to practise midwifery in this country. And in passing we might mention that it is noted on the other hand that Hong Kong requires Nursing Sisters appointed to Hong Kong in the Colonial Nursing Service to have the full C.M.B. certificate.
