We would be grateful for your news concerning the proposal. The advantages of it are set out in the despatch. If the despatch said nothing about salary rates, but it would not seem equitable to pay locally recruited sisters at the same rate as sisters from this country whose expenses would be higher.
There is no reason why we cannot leave this to the Nursing Council. I think, in saying that we are in agreement with the proposal, we shall have to ask what conditions of service he would propose, covering matters such as quarters, leave, passages, etc.

I have held this up a little because I have been rather busy; and I wanted to think over this proposal.
We cannot object to the proposal contained in paragraph 2 of (1), but what we have to keep in mind is the standard of nursing and the training of nurses in Hong Kong, which largely depend on the Nursing Sisters recruited from this country. But the proportion of posts of Nursing Sister that would be taken up by this class of trainee would be only something up to one-fifth of the cadre of Nursing Sisters.
The O.A.G., however, does suggest that these locally trained European nurses "might possibly be eligible for transfer to posts in other Colonies", probably after further training in the United Kingdom. This raises a difficult question, because it is unlikely that other Colonies would be willing to receive on their establishment Nursing Sisters whose main...
