I have the honour to request,in accordance with

Colonial Regulation No.345, Your Lordship's authority to write

off the sum of 448 which is the stock book value of 3,200

detonators which were stolen from a Fire Brigade magazine near

the Public Works Department quarry at Tsat Tze Mui district on

the Island of Hong Kong between 3.30 p.m. on 16th January and

3.30 p.m. on 17th January, 1940.

This Fire Brigade magazine was erected at the end of

1939 for the storage of explosives intended for use in

demolition operations in connection with Air Raid Precautions

in the event of an emergency. Another smaller magazine

already existed at the quarry for the storage of explosives

used in quarrying and a site near the quarry was chosen for

the Fire Brigade magazine with the idea that the watchmen at

the quarry could supervize this magazine in addition to their

other duties. The new magazine was first brought into use

on 12th January, 1940, when eight fifty-pound boxes of dynamite,

3,200 coils of fuse and 3,200 detonators were transferred to it

from the Government Gunpowder Magazine on Green Island. The

transfer was authorized by a requisition signed by the Chief

Officer of the Fire Brigade and countersigned by the Director

of Air Raid Precautions and delivery was effected by the

Controller of Stores through the Government transport

contractor, who was given a delivery order and issue voucher.
