drainage and levelling of the area would have

greatly reduced its utility and therefore

its value. The contingency that Government

may utilize this extensive area for some

purpose other than agriculture should not

be excluded from consideration, but I

think that the best solution in this case

would be along the lines of the formula

which Smith set out in paragraph nine of

his secret despatch of 13th September,

1937.

That formula, however, needs

to be expanded in the light of what I have

written above and I suggest that it might

run as follows:-

"On relinquishment by the Air Ministry

of the areas or any part of the areas

now occupied by the Royal Air Force

the Colonial Government shall make

refund to the Air Ministry as

Tak the sum paid to the Colonial
