The 0.A.G. suggests this appointment
principally in order to make conditions more
attractive for Medical Officers employed in Hong Kong, and remarks that such a post is a usual one in the larger Colonial dependencies.
But in virtue of its University Hong Kong has a Surgical Unit, which consists of the Professor of Surgery (recruited from England) two (Chinese) Assistants, and a European-recruited Anaesthetist. There are in addition three Chinese House Surgeons or Clinical Assistants. The Professor of Surgery is Surgeon to the Queen Mary Hospital.
Probably they can put up quite a good case on its merits for the appointment of another Surgeon Specialist, but in view of the pressing needs of Hong Kong in other directions (more especially public health needs) I think the 0.A.G. might be asked to do this. Sir Wilson Jameson had a letter from Dr. Selwyn Clarke last year in which the latter pointed out not so much the need to create this post from the point of view of the amount of surgery being done, but rather to provide an extra specialist post for the medical establishment, and that Sir Wilson in reply suggested that he (Dr. Selwyn Clarke) would have to make out a good case for the creation of this post.
This has not been attempted by the O.A.G., and I think we might refer back to Hong Kong for the additional information needed before we can arrive at a decision.
