Many thanks for your letter of the 4th July about Hong Kong University. I will look carefully into your suggestion that a Rhodes Scholarship might be founded for a graduate of the University, either a Chinese Nationalbab or a Chinese British subject. I will bring the proposal before the Trustees at their next meeting. The difficulty about it

is that when the Trustees recently founded two further Rhodes Scholarships for India they came to the conclusion that, although the Indian foundation would doubtless lead to further requests for Rhodes Scholarships from India and possibly else- where, they could not expect to increase the total number of scholarships any further. This was due partly to financial reasons and partly to the fact that the capacity of the University here to absorb Rhodes Scholars is thought now to have reached its limit.

You will see therefore that, quite apart from such difficulties as there may be about fitting Chinese into the framework of the Rhodes Scholarships, there are bound to be considerable obstacles to carry out your suggestion.

I wonder whether, if it should prove impracticable to found a Rhodes Scholarship for Hong Kong University, you could suggest any other way in which it would be possible for the Rhodes Trust to assist the University there.
