As I told your Secretary on the telephone yesterday, at

their meeting yesterday the Rhodes Trustees decided that, while

they could not found a Rhodes Scholarship for Hong Kong University

they were anxious to do something, through Hong Kong University,

to help to improve cultural relations between Great Britain and

China. They are willing to offer a sum of £200 a year for

five years to assist some student of Chinese nationality or

Chinese British subject to come to Oxford, or if £200 a year

would not be sufficient they would be prepared to give a larger

sum for a somewhat shorter period. The figure of £200 a year

for five years is merely a tentative suggestion intended to

indicate the kind of thing they have in mind. They instructed

me to discuss and agree upon some practicable scheme with

representatives of your office. I have accordingly arranged

with Mr. Gent to meet him and Cox and, I think, the Governor of

Hong Kong, at your office on the 13th.
