May I refer to your letter to Syers of 26th December, 1940 (P.5000/26) about a proposal whereby the British Council would provide £1,000 per annum in order that Hong Kong University might give scholarships to selected students from various parts of China? I am answering for Syers
who is on leave.
We see no objection to the proposed expenditure, which seems to be within the ambit of the Council's rant, and involves no supplementary financial authorisation.
I am sending a copy of this letter to
