As you are aware, I attach great
importance to the development of the
University as an institution to serve
the needs of students from China, as
Rose of higher education well as/locally, and so to promote
as/locally
British cultural relations with that
country; but I must point out that the
furtherance of British interests in China,
as such, would scarcely appear to be a
proper object for the grant of assistance
from funds provided under the new scheme,
and any application must be clearly related to
the purposes of that scheme.
