My dear Gent,

2 In continuation of my letter of 7th June, 1939,

on the subject of the Taxation Committee report and the possible

inquiry into income tax, Caine has now heard from Huxham that

it will be impossible for the Ceylon Government to spare him

for the suggested investigation: so that we can rule out any

question of an official approach for his services. In the

circumstances it will probably be necessary to approach the

Inland Revenue Department unless you are aware of any other

officer with suitable qualifications and experience.
