In connection with your telegram
62 Confidential Circular serious consideration is being given
to possibility of ourly introduction of income tax in Hong Kong
and I shall be
grateful if enquiries can be made as soon
as possible whether Inland Revenue Department could second a maj in
the immediate future to take charge of an Income Tax department.
hile prepared to introduce income tax without such help I would
emphasize need to start on right lines and that Imperial interests
are involved as I contemplate part of proceeds of income tax
should be made available as special war contribution to Imperial
Governemat.
