Colony to do its obvious duty I shall
not be surprised. They will certainly
make some suggestions how Hong Kong's
contribution should be raised and I am
hopeful that the rider which I put on
my extension of their terms of reference
(which initially dealt only with the
income tax bill) will serve its purpose:
it was to the effect that, no alternative
will be accepted by Government which would
enable the additional taxation to be
passed on to the poorer classes. Another
ten day should show.
