salvaging operations.

Under Article 24 of the Treaty, however, Japanese

nationals and ships are entitled to most favoured nation

rights in all that concerns commerce, navigation and

industry.

Whilst the Board in general, are anxious to secure

that in the interests of the safety of British shipping

there should be no undue limitation on salvage facilities,

they do not feel that in the present case (where ample

British salvage facilities are available) there is any

reason to insist upon permission being granted to a

Japanese Company, particularly in view of the lack of

reciprocity on the Japanese side as

"President Hoover"case. If, therefore, it is felt desirable

on strategical and political grounds to refuse permission

to the Japanese salvors to operate in Hong Kong waters

there would seem to be ample ground under the existing

Treaty provisions for doing so, it being left to the

illustrated by the

/Japanese
