legal service desires to do so, it being the general
belief that prospects on the administrative side are
better than on the legal.

In these circumstances I am advised by the
Chief Justice and the Attorney-General, and I am
myself convinced, that it is necessary to commence the recruitment of experienced barristers to serve as magistrates here. I accordingly seek your approval to
provide in the 1940 estimates for two posts of
Magistrates or Crown Counsel in lieu of the two cadets
in training for whom provision would otherwise have
been made. I believe that four such appointments will be required eventually but I prefer to move by degrees
in this matter. While the filling of these two posts will be intended to enable two legal officers to be
posted to the Magistrates Department under the Chief
Justice, the individuals recruited will be liable to
serve in any legal post in this Colony for which a
barrister's qualifications befit them and as Crown
Counsel they would come under the Attorney General for discipline. They will also be required to reach a specified standard of knowledge of the Chinese language before being confirmed in their appointments.

I enclose a paper of particulars relevant to this post. The emoluments are those approved for
Crown Counsel in this Colony.
