You might tell the Governor that we

approve in principle and that we agree that Mr.Sheldon should have one of the posts and

that we will fill the other.

But there are one or two points we

must take up on the paper of particulars.

1. We decided that we could not have people

called Crown Counsel and Magistrates, and so

they must choose which is the title of the post

in question. This, however, will not prevent

the holders from being liable to act in the

other capacity.

We cannot get people on the three

years' engagement.

I cannot believe that the work of the

courts is conducted in Cantonese, and I do not know why these people should have to learn

that language.)

I am not going here into all the

considerations involved as these have been

set out in numerous despatches to various

Colonies.

I suggest that they should be

looked up and the objections put to the

Governor for further consideration.
