Dear Gent,
I should like your advice on the attitude likely
to be adopted by the Colonial Office on a question of principle in connection with a projected reorganization of our printing
arrangements.

printing is done by the Prison Printery at Stanley Gaol,
some nine miles from the Colonial Secretariat. The Prison
does the printing of all Government forms and stationery,
all annual departmental reports and many other items.
Certain important classes of printing are, however, done
by Messrs. Noronha and Company, Limited, a commercial firm
generally referred to as the Government Printers.
They do
gazettes, ordinances and bills of ordinances, estimates,
sessional papers, etc. As you probably know, Hessrs.
Horonha have been closely associated with Government for
very many years and have concentrated very largely on
Government work. In addition odd jobs are given out from
time to time to various other commercial printers, generally
after tender.
