5. In conclusion I should observe
1010 that it is not clear if a person is found
by the Court to be a vagrant whether that is to say, which of the following couses it is intended to adopt!
(i) deportation is to be an
automatic penaltyor,;
(ii) the Court is to have discretion
to order deportation or; or
(iii) the Court is to have discretion
to recommend to the Governor that such person should be

consideration may be given to the matter
in the light of the above observations,
and I shall be glad if the Bill may be
submitted to me in draft form before its
