5. In conclusion I should observe

1010 that it is not clear if a person is found

by the Court to be a vagrant whether that is to say, which of the following couses it is intended to adopt!

(i) deportation is to be an

automatic penaltyor,;

(ii) the Court is to have discretion

to order deportation or; or

(iii) the Court is to have discretion

to recommend to the Governor that such person should be
