Executive Council is hardly designed for offering quick

advice on questions of sending away destitute individuals,

whose cases would be more appropriately handled by

magistrates, in whose hands the present Bill will put a

further means of dealing with all sorts of destitute and

mendicant persons.

The Bill has been slightly amended from the

original version in order to give the magistrate a

discretion as to whether or not he will order the

expulsion.

The Governor-in-Council will not be concerned

except where under the proposed Section 244 (4),

introduced by clause 4 of our Bill, the expelled person

has returned to the Colony without permission within

five years from the date of the order for his expulsion.
