Sir,
I have the honour to inform you that an
application has been received from the Provost of Lingnan
University, Canton, for an area of approximately sixteen acres
of land in the Northern District, New Territories, to be
sold to the University by private treaty at reduced terms,
for the erection of a middle school, and to recommend for
your approval the grant of the land for the reasons and
on the conditions set out below.

Since the Japanese occupation of Canton the
Lingnan University Middle School has been in temporary
quarters at another place in the New Territories: the
University authorities now wish to erect a permanent
school of this type. The boys at this school are mostly
from Hong Kong and I consider that its establishment on
the site chosen is desirable both from the educational
point of view and also from that of the development of
the New Territories, since the school's curriculum contains

a considerable amount of agricultural work.
3.
I enclose a copy of the special conditions on
which it is proposed to grant this land. The sale would
be by private treaty, the premium recommended is $14,044,
