No. 647.-His Excellency the Governor has been pleased under the powers conferred by section 2 (1) of the Compulsory Service Ordinance, 1939, No. 32 of 1939, to appoint the Honourable the Commissioner of Police to be the Proper Authority for the purposes of sections 5, 6, 7, 9 and 10 of the said ordinance, with effect from the 29th July, 1939.

The enclosed report by the Attorney-General

explains the objects and reasons of the Ordinance.

I enclose also copies of the speeches made

by the General Officer Commanding the British Troops
