I intend, therefore, to release the great
majority of prisoners in the event of that
war breaking out: if circumstances allow
I should send non-Hong Kong prisoners to the
border and release them there. The remaining
few would be transferred to one of the older
prisons in Victoria or Kowloon where they
would have to take their chance with the
rest of the population. They would be safer
there as the Stanley Prison is very liable
to be mistaken for a barracks or fort.
I should much like to know what
the intentions of His Majesty's Government
are in dealing with this problem in the
United Kingdom.
